MerSETA Is Hiring: Executive Manager: Strategy, Research and Reporting

The merSETA is the Manufacturing, Engineering and Related Services Education and Training Authority. This SETA was established in terms of the Skills Development Act 97 of 1998 and encompasses the metal and engineering, auto manufacturing, motor retail, tyre manufacturing, plastics industries and automotive components sub-sectors.

We have an excellent opportunity for the following professional to join the Strategy, Research & Reporting department:

Executive Manager: Strategy, Research & Reporting

Salary Level (Min. to Mid): R1 361 177 – R1 701 444 pa (EL) FIXED TERM CONTRACT ALIGNED TO THE SETA LICENCE TERM Head Office

Purpose – To lead and manage a team to facilitate and implement effective strategic planning, research, organizational performance monitoring, evaluation and reporting processes, which are aligned with legislation and will enable delivery on the SETA mandate and stakeholder needs and requirements in the Manufacturing, Engineering and related Services Sector. Furthermore, to lead and manage the implementation, maintenance, and continuous improvement of the merSETA quality management system (ISO 9001:2015) and to implement, assess and manage strategic innovation programs.

Duties: The duties include but are not limited to the following:

. Drive and lead the development of the SETA’s Sector Skills Plan, Strategic, Annual Performance and Regional Operational Plans to ensure delivery on sector needs and requirements, whilst ensuring compliance with legislation

Ensure the implementation of an effective and proactive performance monitoring and evaluation strategy that enables accurate reporting of SETA performance for informed decision making

Oversee and direct the development, review and implementation of the SETA’s

Monitoring and Evaluation Framework and Plan to ensure delivery on objectives

Continuously track, monitor and measure the SETA’s results and performance against set technical indicator targets and ensure operations has the information on a monthly basis to track regional performance

Ensure implementation, maintenance, and continuous improvement of the merSETA quality management system (ISO9001:2015)

Lead, manage, develop, coach, motivate, performance manage and inspire the departmental team ensuring performance against set individual targets

. Detailedanalysis ofsectors to accurately forecast SETA’sneeds and requirements in the future and translation of these needs and requirements into viable solutions

.Lead and guide the development and implementation of the sector’s research and development agenda through credible research processes and methodologies Ensure optimal utilization of research, knowledge and intelligence to support, guide and determine SETA’s position and focus

. Ensure alignment between projects and the annual strategic plan to optimize delivery on the SETA’s objectives and mandate and ensure programmes and projects, sustain meaningful impacts in the sector

. Manage and control effective utilization of the department’s budget

Develop, manage and ensure adherence to merSETA policies, procedures, guidelines and relevant legislation

Promote professional visible representation of the SETA, ensuring all behaviours and conduct are aligned with the merSETA values

. Implement, monitor, review and report on innovation projects or other special initiatives aimed at delivery on the sector needs in the future

Provide proactive advice and identify opportunities to enhance SETA’s performance in the short and mediumterm

. Continuously provide feedback and communication to ensure all stakeholders are kept informed

. Maintain professional and technical knowledge ensuring benchmarking against state-of-the-art practices and a team that is informed of new developments and initiatives

Investigate different initiatives and conduct impact analysis, to determine the viability of different initiatives

Ensure effective, professional communication and dialogue with DHET, all Stakeholders, Management, Staff and also between DHET, Management, Staff and Stakeholders

. Continually build a robust appetite towards change and improvement, so that people can adapt quickly to necessary reinvention and thechanging SETA Landscape

Qualities, experience, knowledge and skills required:

Postgraduate qualification in Business Management/ Leadership/ Social Sciences/ Economic Sciences/ Research / Evaluation or equivalent (NQF Level 8) qualification

. NOF Level 9 qualification in the relevant field would be advantageous

. 6 years’ experience in a senior management position with exposure to strategic planning, research, performance monitoring & evaluation, performance reporting and least 3 years’ experience in the public sector

. Proven track record in applying analysis to optimise business performance

. Abreast of new developments and strategies in the Manufacturing, Engineering and related services sector

Knowledge, understanding and appreciation of regulatory and legislative framework within the SETA landscape

Strong analytical and problem-solving skills, with experience using intelligence to inform decision-making

.Excellent communication and collaboration skills, with the ability to work effectively with stakeholders at all levels Strong leadership skills, with experience managing and developing high- performing teams

.Ability to think strategically and creatively, and to identify opportunities for innovation and growth.

Experience in project management, with the ability to lead complex projects from start to finish

. Strong understanding of public policy and governance frameworks and processes

. Knowledge of relevant laws, regulations, policies, and ethical standards governing public entities

. Track record in developing an ecosystem of knowledge networks that serve the purpose of strategy, research and reporting for the organisation . Track record in managing and optimising interactions with staff and stakeholders in the past present and future

. Track record in demonstrating personal and organisational integrity coupled with a sensitivity towards discretion in confidential matters . Ability to conceptualise and scope innovation programs as an outcome of research recommendations ? Cross Functional Awareness
